Tanzania’s Food Systems Transformation: AGRA Calls for Investment Blueprint to Guide Agricultural Growth Corridors

Dodoma, Tanzania – As Tanzania accelerates its national vision to become Africa’s leading green agribusiness hub, the Alliance for a Green Revolution in Africa (AGRA) has announced a strategic call for consultancy services to develop an Investment Blueprint for the Agricultural Growth Corridors of Tanzania (AGCOT). This initiative marks a crucial step in operationalizing the country’s National Agriculture Master Plan (NAMP 2050) and scaling up the celebrated SAGCOT model to the national level.

The consultancy opportunity, issued under RFP AGRA-TZ-1030, invites eligible firms to submit proposals to design the blueprint that will guide sustainable, inclusive, and investment-ready agricultural development across three priority corridors: Mtwara, Central, and Northern.

The deadline for submission is May 22, 2025, by 5:00 PM EAT via the AGRA Oracle Vendor Portal.


Blueprinting a Greener Agricultural Future

AGRA’s blueprint assignment goes beyond technical planning—it is a call to co-create transformative investment pathways that align with Tanzania’s food security goals, climate commitments, and economic aspirations. The investment blueprint will serve as the operational backbone for AGCOT, detailing strategic priorities, value chain opportunities, infrastructure needs, and environmental safeguards.

The blueprint will focus on:

  • Identifying bankable green investment opportunities, including agro-industrial hubs, irrigation systems, rural roads, and value chain enhancements.
  • Integrating environmental and climate resilience measures into corridor planning.
  • Ensuring inclusivity by mainstreaming women, youth, and smallholder farmers into all proposed interventions.
  • Building on SAGCOT’s legacy, by applying its proven methods—public-private partnerships, blended finance models, and integrated land-use planning—across new geographies.

The Corridors: Catalysts for Growth

The targeted corridors span critical zones with immense agricultural and logistical potential:

  • Mtwara Corridor: A southern gateway connecting Tanzania to Mozambique and Malawi, encompassing Lindi, Mtwara, and Ruvuma.
  • Central Corridor: Linking Dar es Salaam to the western borderlands and Great Lakes region, covering Dodoma, Singida, Kigoma, Mwanza, and more.
  • Northern Corridor: A powerhouse for cross-border trade with the EAC, comprising Arusha, Kilimanjaro, Manyara, and Tanga.

Each corridor will have a tailored blueprint responding to its environmental conditions, economic opportunities, and regional dynamics.


A National Imperative Backed by Global Allies

The blueprint development is being coordinated by the Agriculture Transformation Office (ATO) under the Ministry of Agriculture, in collaboration with the Ministry of Livestock and Fisheries, AGRA, and the SAGCOT Centre. The initiative is further supported by partners such as the Royal Norwegian Embassy, underscoring international confidence in Tanzania’s green transformation.

“This blueprint isn’t just a plan; it’s an invitation to shape Tanzania’s future as Africa’s agricultural leader,” said Dr. Jacqueline Mkindi, a member of the AGCOT Secretariat. “We’re looking for firms with vision, depth, and the technical capacity to drive this national mission forward.”


Who Should Apply?

AGRA is looking for firms with at least 10 years’ experience in agricultural investment planning, agribusiness development, and green growth strategy design. Ideal applicants will demonstrate:

  • Regional experience in Tanzania or East Africa.
  • Technical expertise in value chain investment, policy alignment, and sustainable development.
  • Proven success in multi-stakeholder engagement, especially in rural or cross-sector settings.
  • Strong analytical and reporting skills, ideally with GIS or spatial planning capabilities.

Proposals must include a technical proposal, a financial breakdown, team CVs, and documented past performance in similar projects.


Seizing the Opportunity

The winning firm will work intensively over a 90-day period, coordinating site visits, stakeholder consultations, and rigorous policy reviews. The final deliverables will include:

  • Individual corridor investment blueprints.
  • A consolidated report with an implementation roadmap.
  • Stakeholder engagement and policy advocacy strategy.

This consultancy is not just a contract—it’s a role in designing the next generation of Tanzania’s agricultural economy.
