Parliament Adopts Vision 2050: Tanzania’s New Blueprint for Prosperity

Dodoma, Tanzania – In a bold step towards shaping the country’s long-term future, Tanzania’s Parliament has officially adopted Vision 2050, a transformative 25-year development blueprint that seeks to catapult the nation into high-income status by the middle of the century.

The ambitious plan sets an average annual GDP growth target exceeding 8% and aims to achieve a gross domestic product (GDP) per capita of $12,000 by 2050, a milestone that will mark Tanzania as a high-income country.

Speaking during the tabling of the National Development Vision 2050 in Parliament, Prof. Kitila Mkumbo, Planning and Investment State Minister in the President’s Office, emphasized that Vision 2050 is far more than an economic plan. “It is a people-centred strategy deeply rooted in Tanzania’s national values, historical progress, and the shared aspirations of its citizens for a brighter, more prosperous and sustainable future,” he said.

A Vision Anchored in Governance and Inclusivity

The Vision strongly emphasizes the importance of good governance, peace, and national unity as fundamental foundations for long-term sustainable development. It upholds constitutionalism, gender equality, civil liberties, and media freedom, recognizing these as cornerstones of a progressive society.

Additionally, Vision 2050 calls for the creation of a society free from gender-based violence and child abuse, where all individuals—regardless of age, ability, or background—can live with dignity, security, and equality.

Building on Vision 2025: A Broader, Deeper Agenda

Replacing the outgoing Vision 2025, the new blueprint paints a picture of a competitive, inclusive, and resilient Tanzania. It underscores democratic governance, the rule of law, and fundamental human rights as non-negotiable pillars of national development.

“At its core, Vision 2050 pledges an unwavering commitment to upholding democracy, human rights, and ensuring universal access to justice,” Prof. Mkumbo explained.

The document sets out six key pillars:

  • Integrity
  • Transparency
  • Accountability
  • Industrialization
  • Technological advancement
  • Inclusive leadership

The Vision prioritizes the empowerment of women, youth, people with disabilities, and older persons, ensuring all citizens can play a meaningful role in the country’s future.

Strategic Economic Positioning

Vision 2050 positions Tanzania as a strong, inclusive, and competitive economy in the region, with a focus on macroeconomic stability, policy consistency, and the nurturing of domestic entrepreneurship and global trade partnerships.

Investments in human capital development, especially in science, technology, engineering, and mathematics (STEM) education, will be key drivers of this transformation. The government also plans to enhance access to universal healthcare and increase the national life expectancy to 80 years by 2050.

Green Growth and Innovation

The Vision incorporates a strong environmental agenda, emphasizing climate resilience, sustainable use of natural resources, and proactive climate change mitigation.

Plans include:

  • Planting millions of hectares of trees to reduce carbon emissions.
  • Expanding green industrialization.
  • Positioning Tanzania as a regional agricultural and logistics hub.

Technological innovation is another major focus, with investments targeted at digital transformation to modernize services and increase citizen participation in development processes.

“These enablers will boost productivity, modernize services, and foster active citizen engagement,” Prof. Mkumbo noted.

A Global Development Partner

Ultimately, Vision 2050 aims to position Tanzania as a trusted global development partner, contributing to peace, environmental sustainability, and innovation within Africa and across the world.

“The government has a bold, well-articulated 25-year plan that will transform the nation into a prosperous, equitable, and industrialized country,” Prof. Mkumbo concluded.
